I see two problems (directly) in the code.

XmlReader does not know how to read the string to convert to ISO-8859-1.

You need to do this:
reader.InputStream = new System.IO.StreamReader(stream,System.Text.Encoding.GetEncoding(“iso-8859-1”));
reader.DateTimeZone = System.Globalization.CultureInfo.InvariantCulture;

You are reading many files, and not using the path which is passed to the method.

reader.Open(stream,FileMode.Open);

You should read one file, and use the data from that file in the method call.
But I’d recommend that you find out why you want to do this, because it’s not really intended for this purpose.
