For example, the combination of the crack ban and the enactment of the Anti-Drug Abuse Act of 1986, which enacted heavier sentences for crack cocaine than for powder cocaine, resulted in a reduction of the annual arrest rate of 700,000 in the second half of the 1980s. Since 1990, the arrest rate in the United States has decreased, as the crack market, which served as a safe haven for persons engaging in violent crime and street gangs, has all but disappeared. Of the drug-associated crime that occurred from 1988 to 1994, 87% involved powder cocaine, 5% involved crack cocaine, and only 8% involved heroin.

Health Outcomes: Researchers at Columbia Universitys Mailman School of Public Health assessed the health effects of crack cocaine use in a systematic review of peer-reviewed published and unpublished studies from 1982 to 2015.

The researchers also found that adults who had used crack were more likely to have an arrest, and to have been arrested multiple times, often resulting in convictions and jail time. However, when controlling for other variables, lifetime powder cocaine users had more than a two-fold chance of being arrested, compared to those who had never used the drug. Dr. Palamar added that crack is often considered a gateway drug because users of one substance tend to use the other.

In addition to its relation to the arrest and incarceration of young black people, there is concern that crack cocaine use could lead to the development of HIV or HCV in crack users, said Dr. Palamar. The study also hopes to address questions about the larger policy related to crack use and incarceration rates, he added.
In order to address these questions, the team will be seeking to combine the NHANES 2001-2002, a survey of the US adult population, with their previously released NHANES 2005-2008, to examine both powder cocaine and crack use among ethnicities and socioeconomic classes. The results of this study will hopefully provide answers to questions concerning incarceration in the US, and assist policymakers in crafting drug policies.
