for vs2012 to make sure that it’s including the installshield disk files to generate the install.ini file instead of including the standard installshield files in the vs folder, installshield need to have the disk files moved to the same folder that your project is being installed to. this means that vs2012 will not be able to use the installed files when installshield is re-installed or updated because it’s being put in the same directory as the new files.
