If you want to “change the default account name and password” of a user in Active Directory, you can use the objectadmin.msc tool in Administrative Tools to do that.

Are you trying to create a new user or change the password of an existing one?
In the article you linked to the user to change the password does not have to be the same as what the default password is. Just change the password of the account to one you create and you can use that to create a new user. When that new user is created, his default password will be whatever you created (check by going in to that user account properties).
